The quantity is the universal coefficient $C$ in $\mathrm{AS}(f)\le Cd\sqrt n$ for polynomial threshold functions of degree at most $d$, with $1\le d\le n$ and $\operatorname{sign}(0)=1$. A lower coefficient is better.
